Eloise Kelsey began her criminal law career at the Merced County Public Defender’s Office. During her time at the Public Defender’s office she worked in Misdemeanor, Felony and Juvenile crimes. The cases covered a broad range of area including traffic offenses such as Driving under the Influence, Suspended License offenses and Reckless Driving as well as cases involving Domestic Violence and Restraining Order violations. Her felony experience is equally broad covering everything from drug possession to Three Strikes. During her tenure, she handled well over a thousand cases.
Ms. Kelsey prides herself on thoroughly examining each case for all possible defenses, never taking short cuts and aggressively pursuing fair and just results. She always visits the scene of the crime on any case which is set for trial. She examines all evidence gathered by law enforcement. In addition, when a case calls for it, a private investigation will be conducted, and potential defense witnesses interviewed.
Today, Ms. Kelsey accepts a limited number of clients at a time and provides each client with the utmost in service and accessibility. In addition, she strongly believes each client deserves to be treated with fairness and respect. Every person charged with a crime IS innocent until proven guilty.

Carmen Ramirez was born and raised in Merced. She graduated from Merced High School, Merced College and went on to UCLA where she completed her B.A. degree. Ms. Ramirez returned to the Central Valley where she worked in the Economic Development Office for the City of Merced.
Ms. Ramirez graduated from San Joaquin College of Law and worked as a law clerk for the Merced City Attorney’s Office and for the Law Offices of Allen, Proietti, & Fagalde. She has worked as an associate at Allen, Fagalde, Albertoni, & Flores, LLP and most recently in an "of Counsel" capacity at Fagalde, Albertoni, & Flores, LLP.
Ms. Ramirez handles a wide range cases and her acumen includes business litigation, estate planning, personal injury, and general civil litigation matters. Carmen has also completed DUI work, including DMV hearings.
Ms. Ramirez was re-appointed by Governor Brown to serve another term as a member of the Central Valley Regional Water Quality Control Board. Ms. Ramirez is also on the Board of Directors for the Merced Theatre Foundation where she advises the Board on legal and business matters.
Ms. Ramirez is also on the Merced College Board of Trustees where she also serves as Board President, using her skills as an attorney to support local education.
